16.01 State Highway Act Incorporated by Reference
All provisions of Chapter 169 of Minnesota Statutes, 1971 as amended. entitled "Minnesota Motor Vehicle and Traffic Laws" applicable to the City of Springfield are hereby expressly adopted and made a part of this ordinance, and all future amendments thereof are also adopted hereby and incorporated herein by reference, except that the provisions of said Chapter shall be modified by and subordinate to the terms set forth below:
16.02 Angle Parking Allowed
(a) Angle parking of vehicles shall be required on the following streets:
- Central street between Cass and Spring Avenue
- East side of Cass Avenue between Central and Lincoln Streets
- East side of Marshall Avenue between C. & N. W. Railway Co. right of way and Lincoln Street and along the South 200 feet of the west side of Marshall Avenue between Lincoln and Van Dusen Streets
- O'Connell Avenue from Van Dusen to Winona Streets
- North side of Van Dusen from Spring to Cass Avenue.
- North side of Sanborn Street between Marshall and Van Buren Avenues.
- West Side of Spring Avenue between Central and Winona Streets
- East side of Spring Avenue between Central and Lincoln Streets
- West side of Mary Avenue between Rock and Van Dusen Streets except the South 140 feet thereof.
(b) On the streets above described, which list may be amended or enlarged by written order of the Council, the front of vehicles shall be parked facing and front tires against the curb or road edge at approxi, mately a 45 degree angle and between any street markings or as signs otherwise direct.
(c) Trucks of one ton capacity or more, shall not park on any street on which angle parking is permitted except for the purpose of loading or unloading and delivering business goods and merchandise to nearby premises, and in that event such parking shall not exceed 30 minutes at one time.
(d) No trucks or parts of trucks shall be parked on any streets con trary to orders of the Police Department or when the same constitutes a nuisance by reason of the noises or fumes resulting from the operation thereof, by the size, nature and contents of the vericle, and by reason of all the other surrounding circumstances.
(e) 1. No vehicle shall be parked on any street for a continuous period longer than 12 hours or when signs or marking otherwise prohibit or restrict parking, nor in violation of posted signs, snow removal operations, street or sidewalk repair or the like are under way or to be taken.
2. When any police officer finds a vehicle unattended upon any street and such vehicle is parked contrary to the provisions of this ordinance and interferes with snow removal operations, street sweeping or repairs or the like, said police officer is hereby authorized to provide for the removal of said vehicle, and the expenses incurred thereby shall be the responsibility of the owner or the persons in control of said vehicle.

All provisions of Chapter 171 of Minnesota Statutes, 1971, as amended, entitled Driver License Law as are applicable to this City, are hereby expressly adopted and made a part of this or dinance, and all future amendments thereof are also adopted hereby and incorporated herein by reference.
16.03 State Driver License Law Incorporated by Reference
All provisions of Chapter 171 of Minnesota Statutes, 1971, as amended, entitled Driver License Law as are applicable to this City, are hereby expressly adopted and made a part of this or dinance, and all future amendments thereof are also adopted hereby and incorporated herein by reference.
16.04 No U-turns
No vehicle shall be turned so as to proceed in the opposite direction between intersections or at any intersection where at least two signs have been posted forbidding such turns.

16.05 Penalty
Any violation of this ordinance or the statutes incorporated herein by reference shall be a misdemeanor, and the penalty therefore shall be punishment by a fine not to exceed Three Hundred Dollars or by imprisonment for a period not to exceed ninety days. But if a minimum fine or inprisonment is prescribed by the State Highway Traffic act for an offense such penalty shall apply to the person convicted of the same offense under this ordinancе. 16.06 Definitions
For the purposes of this ordinance, the definitions are set forth in Section 84.81, Minnesota Statutes apply.
16.07 Operation
It shall be unlawful for any person to operate a snowmobile under the following circumstances:
(a). On private property of another without the express permission to do so by the owner or occupant of the property. (
b). On any public owned lands, including but not limited to public school grounds, park property, playgrounds, recreational areas and airport, without express provision or permission to do so by the proper public authority.
(c). In a manner so as to create loud, unnecessary or unusual noise so as to disturb or interfere with the peace and quiet of other persons.
(d). Without having such snowmobile registered as provided for in Section 84.82, Minnesota Statutes, which is hereby adopted, except that this provision shall not apply to the operation of a snowmobile on the private property of the owner, by said owner or a member of his immediate family, or to duly authorized police officers, or other officers, employees or agents of any political subdivision of the State of Minnesota, while in the performance of their duties.
(e). Within the vicinity of any church, while church services are being conducted therein on a Sunday. On any street in the City of Springfield where angle parking of motor vehicles is permitted or ordered by the City Council.
(f). On Central and Cass Avenues, with the exception that State Law shall apply for crossing.
(g). On the streets of the City of Springfield, except in driving to and from a specified destination.
16.08 Driving Rules
Subdivision 1. Section 84.87, Minnesota Statutes and all provisions thereof, is hereby adopted by reference and made a part hereof as fully and completely as though set out herein in full. Subdivision 2. No snowmobile shall be used to carry more persons at one time than the number for which it was designed and all such persons shall sit astride the seat, facing forward, with one leg on either side of the snowmobile. Subdivision 3. No snowmobile while operating in the City limits of the City of Springfield, shall tow any sled, ski or similar convenance, unless there is a solid tow bar or connection. Subdivision 4. There shall be a maximum speed limit on the streets and alleys within the City of Springfield of 15 miles per hour. Subdivision 5. Snowmobiles, while on public streets or alleys, shall travel in single file on the extreme right hand side of the highway.
16.09 Equipment
All snowmobiles operated within the City of Springfield shall have the following equipment:
(a). Mufflers which are properly attached and which reduce the noise of operation of the vehicle to the minimum noise necessary for operating the vehicle, and no person shall use a muffler cut-out, by pass, or similar device on said vehicles.
(b). Adequate brakes as required by Minnesota Statutes, Chapter 169.67 and at least one headlight and one tail light.
(c). A safety or so called "dead man" throttle in operating condition; a safety or "dead man" throttle is defined as a device which, when pressure is removed from the accelerator or throttle, causes the motor to be disengaged from the running track.
16.10 Unattended Vehicle
It is unlawful for the owner or operator to leave or allow a snowmobile to be or remain unattended on public property while the motor is running or with the keys to start same in the ignition switch.

16.11 Rental of Snowmobiles
Rental of snowmobiles in the City of Springfield is hereby forbidden.
16.12 Operation
So fas as applicable, Minnesota Statutes 84.87, is hereby adopted by reference as if fully set out herein.
16.13 Penalty
Any person violating the terms of this Ordinance, shall upon conviction therof, be fined a sum not to exceed $300.00 or shall be imprisoned for a period not to exceed 90 days. (1971 Ord. No. 223)
16.14 Unreasonable Acceleration
Rapid acceleration of a vehicle accomplished in such a manner as to cause squealing or screeching sounds by the tires, and - or fishtailing of the motor vehicle, or the throwing of sand or gravel by the tires of said vehicle, or eratic or irregular changing speeds so as to create a hazard for himself and other persons or property, or any combination of the above.
16.15 Motor Vehicle
Is hereby defined as any vehicle propelled by an engine and authorized to be driven on a public highway.
16.16 Nuisance
Unreasonable acceleration of any motor vehicle on any public highway or private property within the City of Springfield, as defined herein, is hereby declared to be a public nuisance and is prohibited.
16.17 Prima Facie Evidence
It shall be prima facie evidence of a violation of this ordinance if a motor vehicle shall be observed accelerating in such a manner as to cause squealing or screeching sounds by the vehicle tires, fishtailing of the vehicle, or the throwing of sand or gravel by the tires of said vehicle, or driving at eratic or irregular and changing speeds so as to create a hazard to himself or other persons or property of any combination of the herein described actions
16.18 Penalty
Any person violating the terms of this ordinance shall upon conviction thereof, be fined a sum not to exceed $300.00 or shall be imprisoned for a period not to exceed 90 days. (1969 Ord, No. 215)
