Chapter 10: Medical Boards

10.11 There is hereby created a Board to be known as the "Ambulance Service Boãrd", which shall consist of three voting members chosen from the "Community Directors" of the Board of Directors of Springfield Medical Center-Mayo Health System. The primary qualification for appointment to the Board shall be a sincere desire to maintain and enhance the ambulance services available to the Springfield area. All members shall serve without compensation. No member shall be employed by or otherwise working with the Springfield Ambulance Service. All appointments of members shall be approved by a majority of the City Council.

10.12 Persons to be appointed as members shall be nominated by the Springfield Medical Center-Mayo Health System Board of Directors. Such nominations shall be submitted to the City Council, which shall consider such nominations and make appointment of members at the first regular meeting of the City Council in December of each year for a term of three years, with the terms to begin January 1 of the following year. A vacancy in the office of any member of the Board shall be filled following the same procedure, but only for the unexpired term. All members of the Board shall hold office until their successors are appointed. When 4/5ths of the members of the City Council deem it for the best interests of such ambulance service and its affairs it may remove any member of the Ambulance Service Board. It may abolish said Ambulance Service Board by the unanimous vote of all members of the City Council. The Board shall have charge of the administration and maintenance of the ambulance service and any related organizations now or hereafter owned by the City of Springfield. This general power shall not be considered to have been limited by enumeration of specific powers in this ordinance. The Board shall have the responsibility to reimburse officers and employees for expenses necessarily incurred or paid in the performance of their duties; to require a bond on any officer or employee and pay the premiums thereon; to make repairs of the equipment; to purchase all necessary equipment, apparatus, and supplies; to maintain petty cash funds; to receive and to accept according to their terms all donations for defined purposes; to establish needed committees and to make rules relating to its own procedure and to the administration and maintenance of such entities, and the use of such equipment. The Board shall from time to time confer with the City Council on matters of legislative or administrative character. Provided, the Board shall not take any action requiring the expenditure of an amount in excess of Five Thousand and no/100 Dollars ($5,000.00) without the consent of the City Council.

10.13 Subject to such limitations as may be prescribed by law, the Board shall from time to time establish and provide for the collection of suitable charges for the use of the Ambulance Service, and related entities. In establishing such charges and in all other business practices, the Board shall, to the extent possible, operate the Ambulance Service so that it is self-sustaining.

10.14 In operating the Ambulance Service, the Board shall have the following specific authority and responsibility:

  1. The Board shall have the authority to purchase necessary supplies and equipment;
    providing that the Board shall comply with bidding requirements established by
    state law, when applicable.
  2. The Board shall have the power and it shall be its duty to maintain the equipment.
  3. The Board shall hold regular meetings at such time as it may determine, and special meetings are hereby authorized and shall be held when called by two members of the Board.
  4. To transact business at any regular or special meeting, a majority ofthe Board must be present.
  5. The Board shall keep records of its own proceedings and suitable books showing all receipts, disbursements, and business transactions of the hospital and related organizations.
  6. By the tenth (10th) day of each month, the Board shall file with the City Clerk, for submission to the City Council, a report of the preceding month's business, together with a copy of the minutes of all Board meetings held the previous month.
  7. The Board shall furnish to the City Council in March of each year, a full, accurate and detailed report of all the receipts and disbursements and all the transactions in the operation of the ambulance service and affairs of the Board during the previous year.

10.15 There is hereby created funds of the City of Springfield, designated as the "Ambulance Fund" into which shall be placed all moneys received from sources for the respective services rendered, including gifts and tax levies, except tax levies made to pay principal or interest on bonds. Payment of all bills incurred in the operation and maintenance of the appropriate organization shall be paid from said funds.

Bills and indebtedness, other than principal and interest on bonds, incurred in the operation and maintenance of the Ambulance Service shall be approved by a majority of the Board. Adopted by the City Council March 17, 1998. (Ord. No. 332)
