17.01 Establishment Of Vital Statistic Registrar:
The City of Springfield, Minnesota does hereby establish, create and continue from and after the adoption and passage of this ordinance, the office of Local Registrar of Vital Statistics for the registration of deaths, births and still births for the City which office shall be located in the City Hall in Springfield, and the duties of said office shall be performed by the duly elected or appointed City Clerk of Springfield, Minnesota.
17.02 Clerk to be Deputy Registrar:
The Local Health Of ficer appointed by the City Council of the City of Springfield, Minn., shall designate and appoint the duly elected City Clerk of said City, to act as Deputy Registrar of Vital Statistics for said City, which said Deputy Registrar shall serve during the pleasure of the City Health Officer, and until his term of office shall have expired, or he shall have resigned or vacated said office.
17.03 Duties of City Clerk:
Said City Clerk of the City of Springfield, Minn., acting in the capacity of Deputy Registrar of Vital Statistics, shall provide and seek such books, blanks, records, and of fice equipment to perform the duties of said office, and all of which said books, blanks, and records shall be such as prescribed by the State Board of Health. He shall promptly and accurately keep such records and permantly store the same in the safe or vault at the City Hall in the City of Springfield, Minn.
17.04 Procedure:
All persons authorized by law to issue, execute, and deliver Certificates of Death, Births, and Still Births, shall be promptly reported to the Deputy Registrar of Vital Statistics of the City and by him promptly and correctly entered in the books, blanks and records of his office provided for that purpose.
After the record of each Death, Birth, Still Birth shall have been entered by the Registrar in the books and records of his office, the duplicate copy thereof shall be promptly made and transmitted by him to the Clerk of District Court of Brown County, Minn., as a permanent record of said office. The Deputy Registrar of Vital Statistics so appointed shall be paid the sub of fifty cents (50c) by the City of Springfield, Minn. for each certificate of Death, Birth, or Still Birth so filed by him and transmitted by him to the Clerk of District Court. The Local Registrar of Vital Statistics shall further be paid by every party requesting the same, such sum as provided by law for the making and preparation of certified copies of Deaths, Births or Still Births as may be requested from this office from time to time. Said local Registrar shall perform such other duties usually performed by the Registrar of Vital Statistics, and enforce all provisions of the law pertaining to said office in said City.
This ordinance shall be in full force and effect from and after its adoption and passage as designated in the Amended Charter of the City of Springfield, Minn. and on publication as provided by Law. Passed and adopted this 22nd day of June 1953. (1953 Ord. No. 172)
