How to Pay Your Utility Bill

  • In person at City Hall

  • Set up an ACH draft to automatically draft from a savings/checking account on the 25th of every month (ask City Hall for more information)

Online Payments

Signing up on Springfield Public Utilities' Municipal Online Services payment portal gives you access to your account information online.

Springfield utility customers may pay their utility bills with credit or debit cards. This option is only available online at Municipal Online Services or by paying by phone at the number above. You will need your account number and an email address to access the online option.

Cold Weather Rule

Minnesota's Cold Weather Rule provides certain protections from electric service disconnection to residential customer during the heating season.  The Cold Weather Rule applies from October 1 through April 30.

Under Minnesota Statutes 216B.097, Springfield Public Utilities will not disconnect, and will reconnect, residential utility service during this period when disconnection affects the primary heat source of the residence and the customer meets the requirements for Cold Weather Rule Protection.

You May Qualify for Cold Weather Rule Protection If:

  • Your household income is at or below 50% of the state median household income.  Customers receiving certain forms of public assistance, including qualifying energy assistance, may automatically meet the income requirement;
  • You enter into a payment agreement with Springfield Public Utilities that considers the financial resources of you household; and
  • You make reasonably timely payments under the payment agreement.

Customers seeking Cold Weather Rule protection may be required to provide income verification. Springfield Public Utilities may verify income using forms provided by the utility or obtain verification from local energy assistance provider.

If you do not meet ALL the conditions of the Cold Weather Rule as outlined, you do not qualify for winter shutoff protection. However, you can still continue to receive electric service if you call us to set up a mutually acceptable payment arrangement.  Call the City of Springfield BEFORE the disconnect date. at 507-723-3500.

Cold Weather Rule Protection is NOT Automatic

The Cold Weather Rule does NOT  prohibit all winter utility disconnects and does NOT eliminate your responsibility to pay for utility service.

If you are having difficulty paying your utility bill, contact City Hall as soon as possible.  Staff can help determine whether you qualify for Cold Weather Rule protection and discuss available payment arrangements.

Having Trouble Paying Your Utility Bill?

If you are having difficult paying your utility bill, please contact Springfield Public Utilites at City Hall as soon as possible.  Payment arrangements and assistance programs may be available to help you manage past-due utility balances.

Financial assistance may be available to qualifying households through local and state programs.
